As part of our commitment to creating high-quality parks and open spaces, we're planning to install dog-friendly features and landscape enhancements to the dog off-leash area at Whitehaven Crescent Reserve, Mulgrave.

Monash's population is growing - and that includes the number of our canine residents. This means it's more important than ever to plan and manage off-leash areas where people can walk and exercise their pets safely.

In August 2025, we consulted on the draft concept plan. Thank you to everyone who shared their feedback. Your input helped shape the final design, which you can read about in the Feedback Summary Report.

This project focuses exclusively on the dog off-leash area and follows Council's dog off-leash design principles.

About this project

Key features include:

  • Dedicated dog agility zone with dog enrichment elements. Elements to be finalised based on construction costs throughout the project
  • Durable granitic sand surface
  • Additional seating
  • New plantings to provide natural shade
  • Updated signage with dog etiquette and off-leash messaging.

Like many councils, Monash is experiencing steady population growth, which places increasing demand on our public open spaces. With more dogs being registered across the municipality, it's more important than ever to plan and manage off-leash areas where people can walk and exercise their pets safely.

In response to community feedback, Council adopted a new Off-Leash Policy in November 2022 to help guide how we manage open space with rising dog ownership. This included a comprehensive review and community consultation of off-leash areas throughout Monash.

As part of this review, Whitehaven Crescent Reserve was selected as one of 14 new designated off-leash areas.

Construction works will take place during March-June 2026.

The site will be partially closed. The playground and open space to the south of the reserve will be accessible.
