Project background

As part of our commitment to creating high-quality parks and open spaces, we're planning to install dog-friendly features and landscape improvements to the dog-off leash area at Jack Edwards Reserve, Oakleigh.

This project is supported by the Victorian Government through the New and Upgraded Dog Parks program. We've received $150,000 in Victorian Government funding towards this project, with Council contributing an additional $50,000.

In August 2025, we consulted on the draft concept plan. Thank you to everyone who shared their feedback. Your input helped shape the final design, which you can read about in the Feedback Summary Report.

This project focuses exclusively on the dog off-leash area and follows Council's dog off-leash design principles.

About this project

We want to create a welcoming space where residents can relax, enjoy nature and spend quality time with their dogs. To do this, we're proposing the following key features:

  • 2 dog agility zones with dog enrichment elements. Elements to be finalised based on construction costs throughout the project
  • Improved and irrigated grassed areas
  • New pathway through the off-leash area
  • Additional seating for comfort
  • Relocated pedestrian gate to the main pitch
  • Upgraded gates and fencing
  • Upgraded drink fountain with a dog bowl
  • New plantings to green the space
  • Signage encouraging responsible behaviour from dog owners.

Construction will be completed in 2 stages. Stage 1 to construct the footpath will take approximately 2 weeks in April or May 2026. Stage 2 works – which includes installing all other equipment and establishing the turf – are expected to start August 2026 and scheduled to finish February 2027.

The entire dog off-leash area will be closed during construction works, but will be open between the 2 stages.

Signs at the reserve will help direct dog owners to the nearest off-leash areas during the temporary closures.
