A fairer, more sustainable way to manage the rising cost of waste.

The cost of managing waste is rising much faster than council rates.

Monash is the only council in Victoria that hasn’t introduced a separate waste charge. But to keep delivering the high-quality services our community relies on, we need to make a change.

That’s why we’re proposing to introduce a separate waste charge on your rates notice from July 2026.

Here's what that means for you

  • Council rates will go down, and a separate charge will be added for those who use our waste and recycling services.
  • In 2026, the proposed waste charge will be $394. For commercial and other non-residential properties the proposed charge is $425.
  • Everyone using the service will pay the same.
  • If you don’t use our waste services, you won’t be charged for them.
  • Pensioner Concession Card holders will receive a 40% discount. We’ll also have a safety net for anyone who may need support during this change.

Your feedback and the outcomes of the community consultation will be presented back to Council prior to a final decision on whether or not to proceed.

Support for low income residents

Pensioner Concession Card holders and Department of Veterans’ Affairs Gold Cardholders will receive a 40% discount. This includes anyone on the age pension, disability support pension, carer payment, JobSeeker payment, youth allowance and single parenting payment.

A safety net will also be in place for ratepayers living in lower cost housing under $600,000 who aren’t eligible for the discount.

Commercial properties

Waste services for commercial and other non-residential properties are proposed to change from one 240 litre garbage bin collected weekly to:

  • one 240 litre garbage bin collected fortnightly
  • one 240 litre recycling bin collected fortnightly.

Options will be available to add an additional set of bins to the fortnightly collection for an additional fee.

The proposed waste charge for commercial and other non-residential properties is $425. This charge is higher as the bins are bigger than standard household bins.

If you don’t use Council’s service you will no longer pay for it through your rates.

You can opt out of Council’s service and the waste charge will be removed from your rates notice.

No change will be made until July 2026 so there is time to find a private waste service if Council’s services no longer suit your requirements.
