We're updating our Sports Club Framework

We have around 100 sports clubs in Monash that use Council facilities through a lease, licence or seasonal allocation.

This framework helps make sure facilities are allocated in a consistent and transparent way.

We want to work together with clubs to achieve a shared vision for how local sport can benefit the community. The framework's goal is to have a criteria helps sports clubs create:

  • healthy, safe and family-friendly spaces,
  • include more people in sport, and
  • operate more efficiently and sustainably.

In response to feedback we heard in 2024, the draft framework has:

  • Simplified and reduced criteria

    These criteria:

    • are clearer and easier for clubs to achieve
    • aim to reduce administrative burden for clubs
  • Optional Silver and Gold levels

    Which clubs can choose to qualify for, and are:

    • flexible (rather than one size fits all)
    • fairer for clubs of different sizes
  • Incentives

    • for clubs who want to go above and beyond mandatory requirements

This framework applies to sports clubs and associations that use Council facilities through:

  • a lease
  • a licence
  • a seasonal allocation

It does not apply to casual hires, hall hires, visiting teams, land-only leasees or preseason training bookings.

Mandatory requirements

Clubs must meet the mandatory requirements each year to be eligible for access to Council sportsgrounds and pavilions, and to comply with their tenancy agreement.

Opt-in levels (Silver/Gold)

Clubs can choose to self-assess and go beyond the mandatory requirements to receive additional incentives such as discounts on tenancy fees.

Meeting the framework helps clubs:

  • secure ongoing access to facilities
  • receive further subsidy of their tenancy fees
  • attract more members
  • create healthy, welcoming environments
  • strengthen long term sustainability.

In 2024 we consulted on an early draft of this framework called the Active Monash Sports Club Framework.

Clubs told us they needed a more supportive framework with less administrative burden and more flexible standards.

As a result, the new framework includes:

  • clearer mandatory requirements to access Council sport facilities
  • fewer criteria
  • an opt-in model for Silver and Gold levels
  • more incentives for meeting the optional criteria, such as discounts on fees.

  • Mandatory Council requirements under the Council Plan, Health and Wellbeing Plan, Gender Equity Framework and Gambling Harm Policy
  • State Government policy requirements, for example Fair Access Policy
