87.1 If no penalty is fixed for an offence against this Local Law, the maximum penalty is ten (10) penalty units.

Rationale:

This new clause has been added to prevent any uncertainty. If there is no specified penalty for a particular clause in the proposed local law, then that clause will be subject to 10 penalty units.
