What is Amendment C172?

This amendment implements The Monash Boulevards Urban Design Framework by:

  • Rezoning residential land along Dandenong Road and Springvale Road (except as noted below) to:
    • General Residential Zone 4 (GRZ4) - allowing building heights up to 13.5m / 4 storeys
    • Residential Growth Zone 7 (RGZ7) - allowing building heights up to 21m / 6 storeys
    • Mixed Use Zone 3 (MUZ3) to 2277 Dandenong Road, Mulgrave
  • Applying the Design and Development Overlay 6 (DDO6) to all of the above properties, except 2277 Dandenong Road where DDO19 applies instead. The Design and Development Overlay sets out the preferred built form requirements, including building design, ground and upper level setbacks, landscaping and fencing, and vehicle crossovers and driveways.
  • A new local policy at Clause 15.01-5L (Neighbourhood Character - The Monash Boulevards) and an updated residential character types map.
  • Othe minor administrative changes.

Note: As conditions of authorisation, the following areas have been removed from the amendment:

  • Residential land on Dandenong Road between Poath Road and Warrigal Road - removed due to strategic work being undertaken by the Department of Transport & Planning (DTP) and Victorian Planning Authority (VPA) for the Activity Centre Program for Chadstone.
  • Residential land on Dandenong Road between Clayton Road and Blackburn Road, and Springvale Road between Madeline Street and Waverley Road - removed due to strategic work being undertaken by the Suburban Rail Loop Authority (SRLA) for the Clayton, Monash and Glen Waverley station precincts.

Planning Panel Hearing

At the Council Meeting on 25 February 2025, Council resolved to refer all submissions and Amendment C172 to a Planning Panel appointed by the Minister for Planning.

A Panel was appointed by the Minister for Planning on 7 March 2025 to consider the Amendment and to hear submissions under the Act.

The Panel Hearing was held via a document review process in November 2025. Council submitted to the Panel on 22 October 2025. Upon considering all submissions, the Panel released its report on 21 November 2025. The Panel's report can be accessed below and on the Amendment C172 webpage.

After considering the Panel's recommendations, Council will likely be considering whether to adopt the Amendment at the Council Meeting on Tuesday, 16 December 2025.
