Rising house prices and rents, and limited investment in social and affordable housing, have led to a dramatic increase in the number of households experiencing housing stress in Monash. In response, Council has developed an Affordable Housing Strategy.
The Strategy sets out a clear case for taking action to increase the provision of affordable housing Monash. It also demonstrates both the need for affordable housing and the social and economic benefits of having more affordable housing.

Affordable housing is housing that is affordable to people on a range of incomes. This could include people working as chef's, cleaners, teachers, cafe workers and nurses.
When households have very low, low or moderate incomes and experience housing stress they are considered to be in need of affordable housing. Households with higher incomes are excluded because high housing costs do not typically impact their ability to pay for necessities.
Housing is considered affordable if the costs of that housing do not place the household in housing stress. Specifically, if the housing costs are below 30% of gross household income for households with very low, low and moderate incomes.
The Victorian State Government has introduced a definition of affordable housing into Section 3AA of the Planning and Environment Act 1987. Affordable housing is defined as housing (including social housing) that is appropriate to the needs of very low, low and moderate- income households.Social housing is a subset of affordable housing. Homes Victoria defines social housing as “an umbrella term that includes both public housing and community housing. It generally indicates housing that involves some degree of subsidy.
Public housing is housing owned and managed by Homes Victoria.
Community housing is housing owned or managed by community housing providers”.
Housing stress is where the housing costs are above 30% of gross household income for the household for households with very low, low and moderate incomes.
Extreme housing stress is where housing costs are over 50% of gross household income.

Affordable housing brings benefits not only to the people who live in the housing, but also for the economic, social and cultural environment of the wider community.
Providing more affordable housing helps local communities function better. It ensures businesses can get staff to sell groceries, cook and serve food at cafes and restaurants and work in customer service roles. It also helps health and education services attract staff such as cleaners, teachers, nurses and administration staff.
Affordable housing enables workers to live closer to their workplace, reducing traffic congestion for everyone.

What are the conditions with a user’s account?

Can your account be suspended or terminated?

These Terms shall be governed in accordance with the laws of Victoria, Australia, without regards to its conflict of law provisions.
Indemnification
Monash City Council, its subsidiaries, affiliates, officers, agents, licensors and other partners are not responsible for any loss, liability, claim, or demand, including legal fees, made by any third party due to or arising from a breach of this agreement and/or any breach of your representations and warranties set forth above.
What content do we own?
This website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of Monash City Council and its suppliers and licensors. Monash City Council owns and retains all proprietary rights in the intellectual property. All intellectual property in the content of this site including without limitation to text, software, source code, pages, documents and online graphics, photographs, sounds, audio, video and other interactive features are owned by or licensed to us.
Any original content that you submit or post on our site may be made available to the public and allows users to share your content (with the end user acknowledging your contribution) under the Creative Commons Attribution-ShareAlike 4.0 Australian License.
